TE services will be transferred to municipalities from the beginning of 2025

Parliament approved the law in March 2023 (HE 207/2022) on the transfer of responsibility for organizing public employment and business services to municipalities from 1.1.2025 January XNUMX. 

The intention of the new law is to promote employment, bring services closer to customers and introduce more new ways to solve the labor shortage in companies.

From 2025, Hollola will operate as the responsible municipality for the Päijät-Häme employment area

The TE24 reform is proceeding according to the councils' decisions in Päijät-Hämee. According to the information confirmed by the Ministry of Labor and Economy on November 21, 2023 Two employment authorities will be formed in Päijät-Hämee from the beginning of 2025: Päijät-Häme employment area and the city of Lahti.

The Päijät-Häme employment area includes Asikkala, Hartola, Heinola, Hollola, Iitti, Kärkölä, Orimattila, Padasjoki and Sysmä. Hollola is responsible for the Päijät-Häme employment area.

What does this mean for the people of Gaul?

From the point of view of Dutch jobseeker-clients, the upcoming change means that Dutch jobseekers will continue to receive support in job search matters locally in their own municipality. The personal trainer model created as a result of the municipal experiment is also wanted to be maintained in the future: in practice, this means that the customer has a personal expert who knows the person's situation. With the change, more comprehensive and continuous support in the field of job search will be offered.

What about business and employers?

The transfer of employment services to the municipalities also enables more seamless cooperation with the municipality's business services, local companies and the municipality's own units acting as an intermediary labor market. In one's own municipality, the local situation is known and one can react to the necessary needs more flexibly. In terms of the vitality of the municipality, it is important that there is enough skilled labor available for both current and possible future companies.

Municipal trial until the end of 2024 - job seekers deal with two different entities

Previously, the affairs of job seekers from all ten municipalities of the Päijät-Häme area were handled centrally at the Häme TE office in Lahti. In the future, the services will be brought to the municipalities close to the local labor market and job seekers.

In Hollola, the transfer of employment services has been prepared from the beginning of March 2021, when the Lahti region's employment trial, which is the basis for the change, began. As a result, most of the municipality's job seekers have dealt with employment matters locally in the Hollola municipal experiment.

The experiences of the municipal experiment have been good: It can be seen from the municipality's employment statistics and customer feedback in recent years that the local municipal experiment has brought good results in promoting employment. New operating models and services have been continuously developed according to emerging needs. One example is Fitness team, in which the job seeker's skills are assessed and supported in the job search, as well as work ability assessment, where, if necessary, the goal is to comprehensively map the job seeker's work ability. We want to continue all this work in the future, and the change in the law has been received with joy in the municipality of Hollola.

Current affairs - preparation of the employment area

Employment management will change throughout Finland from the beginning of 2025, when TE offices will cease to operate and public employment services will be the responsibility of municipalities. As of January 2.1.2025, XNUMX, the employment areas, which consist of one or more municipalities, will be responsible for employment authority work.

There are two employment areas in Päijät-Häme. Asikkala, Hartola, Heinola, Iitti, Kärkölä, Orimattila, Padasjoki and Sysmä are made up of the Päijät-Häme employment area under the leadership of Hollola. Lahti forms its own employment area itself.

With the creation of employment areas, it is possible for municipalities to plan even more effective services specifically for the needs of their own area. Locality brings agility to labor services, and in addition, services become concretely closer to customers.

In the future, you can get the service from your home municipality 

Three regional offices will be built in the Päijät-Häme employment area, which will be established in Hollola, Heinola and Orimattila. In addition to regional offices, experts meet clients in each of the nine municipalities, so employment authority services can be obtained from your home municipality in the future.

Customers do not have to take special measures due to the reform, but we in the Päijät-Häme employment area are responsible for the change and communicate to our customers about our new locations. With the reform, the customer's own expert may change, but otherwise the personal service for job seekers will remain the same.

The reform changes the structures of employment services 

The timetable for the historically unique preparation is nationally tight, but in Päijät-Hämee the preparation of the reform has progressed on the desired schedule. Since the beginning of autumn, the preparations have included, in particular, the interviews of personnel transferring from the state and the practical planning of the future new organization. About 60 people from Häme's TE office, ELY center and KEHA center will move to the Päijät-Häme employment area through the transfer of business.

The restructuring of labor services has a significant impact on the financing of employment services for municipalities. From 2025 onwards, the incentive funding model will increase the share of municipalities in funding unemployment insurance for jobseekers. As employment continues, the municipalities' share of responsibility for financing increases. With the change in funding, municipalities must develop even more effective ways to employ and especially prevent the prolongation of unemployment.

Why is the change made? And what it means for business

Closer cooperation is reflected in more agile services in the business field

The reform enables more seamless cooperation with the municipality's business services, local companies and the municipality's own units acting as an intermediary labor market.

In the future, liaison work with Ladec, a business company owned by all municipalities in Päijät-Häme, and Häme ELY will be intensified. Through close provincial liaison work, more concrete help is achieved for local companies to develop and grow their operations. In the future, business development services are still available from Ladec, and financing-related services from Häme ELY.

Employer services will be detailed during the fall of 2024

In autumn 2024, the operating models of employer services will be further clarified.

So far, it is known that the Päijät-Häme employment services will in the future offer statutory start-up money and wage support services as well as employer counseling services. Regarding other services, we are still looking for common operating models with both Ladec and the municipalities.

In the future, all employer services aimed at companies in the nine municipalities are to be found on the Päijät-Häme employment services website. The pages will be published at the end of 2024, and information about them and other detailed employer services will be provided through the municipalities' business services and Ladec.

The regional director of employment has started his work on the municipal tour 

In April, the recruitment of the regional director of employment was completed and Anne Tapaila was elected to the position. The regional director of employment has started his work on 15.4.2024 April 18.1. The position could be applied for from January 7.2.2024 to February XNUMX, XNUMX, and five applications were received for the position by the deadline.

 Participating in the preparation and interview were: Hollola's municipal manager Päivi Rahkonen, Padasjoki's municipal manager Juha Rehula, Iiti's municipal manager Jarkko Salonen, Hollola municipality's vitality director Heli Randell and Päijät-Häme employment area preparation specialist Susanna Hietala.

 Tapaila has worked in the municipality of Hollola as the head of employment services since 2016. She has a higher university degree from the Lapland University of Applied Sciences, professional teacher training from HaagaHelia, a master's degree in supervision activities from the Häme University of Applied Sciences and an economics degree from the Gothenburg University School of Economics.

 The regional director of employment has started a municipal tour of the municipalities in the region with a special expert, with the aim of having a local discussion and getting the municipalities' goals and wishes to the attention of the employment region. 

Administrative and economic changes are being prepared taking into account the employment area

A new employment board is about to start in the service area of ​​Hollola elinvoima, which guides and supervises the operation of the employment area. The board will be established on September 1.9. from and its members are elected from all contracting municipalities on the basis of a cooperation agreement. The board's presenter is the regional director of employment. 

The competence of the employment board and the director is stipulated in Hollola's administrative rules, which are being updated during the spring. Regarding the employment area, the administrative rule will go through a round of opinions in the municipalities of the employment area in May, and the issue will be discussed at the Hollola council meeting in June. The framework forecast for the economy of the employment area will also be built during the spring.

Website under construction

The project for the Päijät-Häme employment services website complex planned for the Päijät-Häme employment area was launched in April. The purpose is to build a site complex to serve job seekers and employers in the region, and to act as a platform to bring information about the events and services of the labor force side of the region. The goal of the website is to support the local municipalities' own communication channels. 

The site offers better local-level information about jobseeker and employer services, and it will be published to users during the end of autumn. The website is strongly linked to the national työmarkkinatori.fi, where you can find e.g. jobs, workforce training and login-based transaction websites. 

The practices of the municipal experiment are introduced

In terms of preparation, there are e.g. in the personal customer service process working group and in the multidisciplinary working group for young people, the practices developed in the municipalities during the municipal experiment and proven to work have been reviewed and familiarized. The goal is to pick up working and efficient operating methods or their parts for the future employment area. Practices found to be good from the period of the municipal experiment include, e.g. the work of the work ability coordinator and local partnership activities, where the job seeker's challenges are tackled comprehensively. 

The future of cab networks is also being planned. The municipalities themselves are responsible for the operation of the cockpit, and the employment area coordinates and supports the preparation. Until now, Cockpit operations have only been available in Päijät-Hämee in Lahti, but with the reform, Cockpit points will also be created in Heinola, Hollola and Orimattila. In addition, multidisciplinary services for young people are also guaranteed to other municipalities in the employment area. 

The personnel day of employment is held in May 

The next personnel information day of the Päijät-Häme employment area will be held on May 28.5.2024, XNUMX. Invitations to the event will be forwarded to the employment services of the region and to the transferring Te staff. The purpose of the event is to jointly develop the operating methods of the future employment area.

With the reform, the personnel of TE offices will also transfer from the state to the service of the municipalities. More detailed information about the person moving to the employment area will come to the area during June. During the spring, we are also working on a skills mapping, which is to be sent to the transferring personnel in June.

The role of the municipalities and the region are under discussion

Currently, the role of the municipalities' own employment services in relation to the role of the employment area is under consideration. According to the current cooperation agreement, the employment area of ​​Päijät-Häme operates as a labor authority, which is responsible for statutory labor services. In the preparatory work, a cooperation model between the employment area and the municipalities is being built, where the municipality, as a local actor, can influence the employment of jobseekers and increase vitality in their own municipality.

The preparation of the employment area is led by a steering group, the members of which are the municipal leaders of the member municipalities of the employment area. In February, the steering group outlined that the Päijät-Häme employment region, which served as the working name of the region, should also be the official name of the employment region in the future.

Business premises in mapping

Planning is currently underway to place the regional offices in the employment area, and the mapping of the premises is currently underway. Although the main offices of the employment area are planned to be concentrated in a few regional offices, we want to extend the employment services to every municipality in the future.

Staff day for employment operators in May

With the reform, the personnel of TE offices will also transfer from the state to the service of the municipalities.

The personnel moving from the TE office in Päijät-Häme to the employment area in Päijät-Häme will be strengthened during the spring/early summer.

A personnel information day is planned for May in our employment area. The date will be confirmed in the next few weeks and invitations from the event will be sent to the employment services in the area and to the moving Te staff.

Nationwide, 44 employment areas are being formed

A total of 44 employment areas are being formed in Finland. Of the areas, 31 met the workforce base of 20 people required by law, as well as the qualitative additional requirements of a geographically uniform area and an area that functions in terms of the labor market and working hours.

Most of the areas reported by the municipalities met the requirements of the law, and for six areas, the approval of the exemption application is proposed. The formation of employment areas was discussed by the Ministerial Working Group on Employment and Entrepreneurship on 21.11.2023 November XNUMX.
