According to the Municipal Act, in addition to the council, the municipality must have a municipal board and an inspection board. In addition, there may be other institutions.
The council can decide that only councilors and deputy councilors can be elected to the municipal board and board, in which case the board can be called a committee. This is what has been done in Hollola, and in addition to the statutory institutions, Hollola has an education and welfare committee and a vitality committee with its divisions.
According to the Municipal Act, the municipality must also have influencing bodies; In Hollola, they are the youth council and the elderly and disabled council. However, influencing institutions are not institutions according to the Municipal Act.
According to the Municipalities Act, a municipality can carry out a task on behalf of one or more municipalities in such a way that the municipalities have a common institution that is responsible for handling the task. The municipality handling the task is called the responsible municipality. Hollola is responsible for environmental health care and, with the TE reform, also for the organization of labor services. These tasks are handled by the municipalities' joint institutions, the Environmental Health Board and the Employment Board. In accordance with the Municipalities Act, it has been agreed that other municipalities elect some of the members of the joint institutions. According to the Elections Act, the council must appoint the municipality's central election board, which organizes the organization of elections in the municipality, for the term of office. During the elections, other electoral bodies appointed by the municipal government also operate in accordance with the Election Act.
