Decision making
The municipality's decision-making power is exercised by the council (Municipal Act § 14). Decision-making power belongs to the council, unless otherwise stipulated or unless the council has delegated its authority to other municipal authorities.
In order to organize the administration of the municipality, the council must approve the administrative regulations of the municipality, which stipulate, e.g. on the division of authority and tasks of the municipality's various authorities.
The council makes decisions regarding the division of authority, i.e. delegation decisions, with the provisions of the administrative rules. The council can transfer its authority to other municipal institutions, trustees and office holders. Jurisdiction cannot be transferred by separate decisions of the council.
