The management of a municipality is divided into political management and professional management. The overall management of a municipality consists of a council elected in municipal elections and a municipal board appointed by the council, as well as a mayor who acts as a professional leader. The activities of the municipality are managed in accordance with the municipal strategy approved by the council. The municipal board manages the activities, administration and finances of the municipality. The mayor, under the authority of the municipal board, manages the administration, finances and other activities of the municipality. The council transfers its authority to other municipal institutions and office holders by means of an administrative regulation.
