The service voucher is governed by the Act on the Early Childhood Education Service Voucher (1048/2025).

A family can apply for an early childhood education service voucher to arrange their child's early childhood education in a private early childhood education service voucher daycare approved by the municipality. The service voucher is child-specific and you cannot receive private care support or home care support for arranging the child's care at the same time. The service voucher is not granted for family daycare, group family daycare or for children of preschool age. As an alternative to the service voucher, private service providers still have the option of continuing with statutory private care support and the related municipal supplement principle.

Applying for a service voucher

The family directly contacts the private daycare center approved as the service voucher producer they want and makes a service contract with the service voucher producer. After this, the family applies for a service voucher from the municipality. A child can start in a private service voucher kindergarten only after the family has received a positive service voucher decision from the municipality. Service vouchers are not issued retroactively.

Revenue

Once the family has received a decision on the service voucher, it is possible to submit income information. The family must submit income information to the Hollola early childhood education services before the start of care or accept the highest customer fee. The customer's deductible in a service voucher daycare center can be a maximum of €75 higher than the customer fee determined in accordance with the Act on Municipal Early Childhood Education and Care Customer Fees. The service provider must inform the customer how the deductible is formed and the deductible that the customer will have to pay.

In a private daycare center, the value of the service voucher is determined based on the child's age, any enhanced or special support the child may receive, the family's size and gross income, and the need for the service agreed upon in the service agreement between the family and the provider.

Notification of changes

Changes affecting the value of the service voucher must be reported to the early childhood education services of the municipality of Hollola without delay. Such changes include, for example, changes in family income, number of family members, family relationships, custody arrangements or agreed service needs. A change of at least ten (±10%) percent is considered a significant change in income. Changes are reported to the early childhood education services of the municipality of Hollola using the electronic Change Form. Changed income information is reported electronically via web services. Income information is checked for everyone annually in August, when they are asked to submit the latest income information.

Termination

The notice period is in accordance with the agreement between each service provider and the customer. When the customer terminates the service voucher, it is the responsibility of the customer and the service provider to take into account the notice period specified in the service agreement. During the notice period, it is not possible to simultaneously receive a municipal early childhood education place, childcare benefits or a service voucher for another daycare center. The family and the service provider are obliged to notify the early childhood education services of the municipality of Hollola of the termination of the customer relationship without delay in writing/electronically.

The service voucher rulebook is a procedure manual

A private daycare center can apply to become a service voucher producer approved by the municipality of Hollola. The use of the service voucher is governed by the Hollola municipality's early childhood education service voucher rulebook, the terms of which the service voucher producer must comply with in their operations. The municipality of Hollola sets the acceptance criteria for service providers mentioned in Section 5 of the Service Voucher Act in the service voucher rule book. The service provider confirms the acceptance criteria with the application form and verifies the issues with inspection visits carried out by the municipality. The municipality obliges the service providers to comply with the provisions of the rule book, and the private service provider undertakes to comply with the terms of the rule book. When producing the service itself, the parties to the service contract are the service provider and the customer, so the commitments and responsibilities of the contract do not apply to the municipality. The rule book is not a contract between the municipality and the service provider.

The rule book is divided into a general and a special part. The general part of the rulebook mainly deals with mandatory, legislatively based approval conditions. The special part, on the other hand, mainly contains the acceptance conditions determined by Hollola's early childhood education.
