A family can apply for an early childhood education service voucher to organize their child's early childhood education in a private service voucher daycare center approved by the municipality. The service voucher is child-specific and at the same time you cannot receive private care support or home care support for arranging the child's care. The service voucher daycare customer fee is the same for the family as the municipal daycare early childhood customer fee, if the private daycare does not charge an additional fee. The additional fee can be 0-75 euros per month. Service vouchers are not issued for family day care, group family day care, or preschool-aged children. As an alternative to the service voucher, private service providers still have the option to continue with the support of statutory private care and the principle of the related municipal supplement.

The service voucher rulebook is a procedure manual

A private daycare center can apply to become a service voucher producer approved by the municipality of Hollola. The use of the service voucher is governed by the Hollola municipality's early childhood education service voucher rulebook, the terms of which the service voucher producer must comply with in their operations. The municipality of Hollola sets the acceptance criteria for service providers mentioned in Section 5 of the Service Voucher Act in the service voucher rule book. The service provider confirms the acceptance criteria with the application form and verifies the issues with inspection visits carried out by the municipality. The municipality obliges the service providers to comply with the provisions of the rule book, and the private service provider undertakes to comply with the terms of the rule book. When producing the service itself, the parties to the service contract are the service provider and the customer, so the commitments and responsibilities of the contract do not apply to the municipality. The rule book is not a contract between the municipality and the service provider.

The rule book is divided into a general and a special part. The general part of the rulebook mainly deals with mandatory, legislatively based approval conditions. The special part, on the other hand, mainly contains the acceptance conditions determined by Hollola's early childhood education.

Applying for a service voucher

The family directly contacts the private daycare center approved as the service voucher producer they want and makes a service contract with the service voucher producer. After this, the family applies for a service voucher from the municipality. A child can start in a private service voucher kindergarten only after the family has received a positive service voucher decision from the municipality. Service vouchers are not issued retroactively.

Notification of changes

Changes affecting the value of the service voucher must be reported to the Hollola municipality's early childhood education services without delay. These include, for example, changes in the family's income, the number of family members, family relationships, custody arrangements or the agreed need for services. In the case of income, a change of at least ten (±10%) percent is considered a material change. Changes are reported to Hollola municipality's early childhood education services using the electronic #montaluontoa form. Changed income information is reported electronically via web services. Everyone's income information is checked every year in August, when they are asked to provide the latest income information.
