Application for early childhood education

Last updated: 08.05.2026

You can apply for a municipal early childhood education place all year round. According to the law, the application must be submitted 4 months before the need for care begins. In case of an unexpected need for care, the application period is 2 weeks. Such an unforeseen need can be due to employment, studies, training, or moving to the municipality. All children of early childhood education age have the right to full-time subjective early childhood education.

Early childhood education application

To apply for an early childhood education place, fill out an electronic early childhood education application. You can apply for early childhood education using the Edlevo App or the browser version of Edlevo. If you are unable to complete the electronic application, please contact the service center for a paper form.

Only the child's guardian can apply. The application for early childhood education is logged in with Suomi.fi credentials. We use guardian and family information from the DVV interface to determine the client fee in accordance with the Early Childhood Education Client Fee Act.

Attachments can be added to the application, such as a consent form from a joint guardian living at a different address.

You can apply for a municipal early childhood education place or a private early childhood education service voucher using an electronic application. Preschool registration is done using a separate form. If the information on the application changes, the changes must be reported to service guidance.

Decision on an early childhood education place

The application is processed approximately one month before the start of the care. When granting a place, the child's need for care, any special needs, the wishes expressed in the application, and the available places in daycare centers are taken into account. The service guidance will contact the family if additional information is needed about the application.

If the guardian has given permission for electronic notification, the decision will be sent electronically.
In this case, notification of the decision will be sent by email. If electronic notification has not been accepted, the decision will be sent by post.

The offered early childhood education place must be accepted or rejected within two weeks of receiving the decision. The decision can be viewed and approved in Edlevo.

Early childhood education customer service and invoicing begin in accordance with the early childhood education decision.

Beginning of early childhood education

The early childhood care place will contact the family and explain practical matters. An introductory visit will be agreed with the family, which will take place before the care begins. The child is expected to familiarize himself with the early childhood care place with his or her guardians before the care relationship begins. Meals at the care place are not included in the introductory period. When the care relationship begins, any support for home care or private care ends. The child is only insured from the start of the care relationship.

During the introduction, the early childhood education supervisor will complete a Service Agreement with the guardian. The agreement will include agreements on matters related to the child's early childhood education.

Submission of income information

The early childhood education client fee is determined by the child's early childhood education needs, family size, and the family's total monthly income.

In municipal early childhood education, income information must be submitted by the end of the month during which the child started early childhood education.

The payment is reviewed for all customers annually in August, at which time all customers must submit their most recent income information.
