Municipal welfare and health promotion work is guided by several pieces of legislation in Finland. The key laws are:
Act on the Organisation of Social and Health Care (612/2021)): This Act defines the responsibilities of municipalities in promoting well-being and health. In its strategic planning, municipalities must set goals for promoting well-being and health and define measures to achieve these goals.
Act on the Welfare Area (611/2021): This law defines the tasks of welfare areas, which also include the promotion of well-being and health. The municipality and the welfare area must cooperate in promoting well-being and health.
Municipalities Act (410/2015): According to the Local Government Act, a municipality must take into account the estimated impacts of its decisions on people's well-being and health in its decision-making.

Gauges
-Population health indicators: These include morbidity, mortality and life expectancy.
-Well-being surveys: Surveys aimed at residents, which map their experiences and views on well-being.
-Service utilization: Utilization rates of health and social services and their effectiveness.
-Involvement and community: Indicators that assess the participation of local residents in community activities and their experience of community.
