Road traffic restrictions
Last updated: 17.04.2026The use of motorized vehicles off-road on land or ice may be restricted or prohibited under certain conditions. A ban or restriction is possible if the use causes harm to nature or other environments, natural livelihoods, public recreation or other public or private interests. The Licensing and Supervision Agency decides on the ban or restriction. A proposal to impose a ban or restriction may be made, for example, by a municipality or a member of a municipality or by an authority, community or landowner concerned.
The general supervision of the Off-Road Traffic Act is the responsibility of the Licensing and Supervision Authority and, in municipalities, the municipal environmental protection authority. The use of motorized vehicles off-road is supervised by the police, the Finnish Customs and Border Guard, and the Finnish Forest Service in areas under their control. Off-road traffic is not within the scope of everyone's rights.
