Road traffic restrictions

The use of motorized vehicles off-road on land or on ice can be restricted or prohibited under certain conditions. Prohibition or restriction is possible if the use causes harm to nature or other environment, natural activities, general recreational use or other public or private interest. The regional business, transport and environment center (ELY center) decides on a ban or restriction, and a motion to impose a ban or restriction can be made, for example, by a municipality or a member of a municipality or an authority, community or land owner that is affected.

The general supervision of the Road Traffic Act belongs to the ELY center and in the municipality to the environmental protection authority of the municipality. The use of motorized vehicles on the terrain is supervised by the police, the Customs and Border Guard, and the Norwegian Forest Service in the areas under their control. Off-road transport is not covered by everyone's rights.
