Exemptions from the Water Supply Act
Last updated: 10.04.2024According to the Water Supply Act, the property in the water supply facility's operating area must be connected to the facility's water mains and wastewater sewer. The municipal environmental protection authority can, on certain grounds, grant a property an exemption from connecting to the water and/or sewer network. Information about water supply and joining the water supply network can be found on the website of the Hollola water supply department.
Exemption from the obligation to join is granted if all the conditions listed below are met:
- Connecting to the network would be unreasonable for the owner or occupier of the property, taking into account the costs incurred for building the property's water supply equipment, the costs incurred for connection, the low need for the services of the water supply facility or another similar special reason; ja
- the release does not jeopardize the financial and proper management of the water supply facility in the area of operation of the water supply facility ja
- In addition, the property exempted from connection to the water main must have sufficient domestic water that meets the requirements available ja
- it must be possible to organize the management and processing of wastewater from the property exempted from connection to the wastewater sewer in accordance with the requirements laid down in the Environmental Protection Act.
All conditions for the exemption must be verifiably fulfilled in order for the exemption to be granted. In principle, a residential building located in the water supply department's confirmed operating area and in a statistical agglomeration area is obliged to connect to the water and sewerage network. As a rule, exemption is not granted for a building equipped with normal water fixtures.
The property owner applies for an exemption using a separate form.
When applying for an exemption from connecting to the wastewater sewer, the applicant must provide information about the current wastewater system. The information can be given directly on the application form or in a separate report.

If water from one's own well is used as household water and the applicant applies for an exemption from connecting to the water supply, he must submit the application as an attachment research certificate on the quality of well water. More information and instructions for sampling can be found under the heading "Instructions and forms".
Domestic water must be examined for parameters according to Appendix 401 of Regulation 2001/2 of the Ministry of Social Affairs and Health. If borehole water is used on the property, in addition to these, radon, arsenic and uranium must also be tested. The parameters to be examined are presented in the Domestic water sampling when applying for an exemption guideline. When purchasing a domestic water survey, make sure that all the required determinations are made on the water.
In the sparsely populated area, the following exceptions to the obligation to join apply:
Outside the agglomeration the property does not need to be connected to a water supply facility to the water supply, if:
- the property's water supply system was built before the approval of the water supply plant's operating area;ja
- the property has sufficient domestic water that meets the quality requirements stipulated in the Health Protection Act.
Outside the agglomeration the property does not need to be connected to a water supply facility into the waste water drain, if:
- the property's water supply system was built before the approval of the water supply plant's operating area, and the management and treatment of waste water complies with the provisions of the Environmental Protection Act; or
- the property does not have a flush toilet, and the management and treatment of its waste water complies with the provisions of the Environmental Protection Act.
In other respects, the obligation to join also applies to sparsely populated areas, if the property is located in the confirmed operating area of the water supply facility. Provisions are made on the treatment and management of wastewater in areas outside the sewerage networks In the Environmental Protection Act and the so-called in the scattered waste water regulation. In addition, Hollola must be followed when handling waste water environmental protection regulations.
If the exemption according to the Water Supply Act cannot be granted, it is possible to receive a household deduction or ARA grant under certain conditions for connection costs.
You can apply in taxation household deduction from the work done in the yard of a single-family house and leisure apartment, for example the installation costs of water and waste water pipes or the renovation and construction work of the waste water system. However, work done in the yard area does not qualify for the household deduction if it is done in connection with new construction.
ARA grants assistance for elderly (over 65) or disabled persons for the measures of the home they own that is in year-round use, which improve the possibilities for living at home. The connection to the sewage system is assisted if the applicant has no other choice. A maximum of 50% of the costs can be granted, or 70% for a special reason.
