Notifications according to the Nitrate Regulation
Last updated: 18.09.2023According to Nitrate Regulation 1250/2014, the operator must report to the municipality's environmental protection authority about the open storage of manure (so-called panning) and the spreading of manure in exceptional circumstances.

Manure produced on your own farm
According to the Nitrate Regulation, animal shelters must have a manure storage area with a tight bottom, which can accommodate the manure produced during the year. The requirements for manure storage can be waived if the farm has a manure delivery agreement with another farm. Manure produced on one's own farm (dry matter content at least 30%) can only be stored in an opening in exceptional circumstances for technical or hygienic reasons. A work-related reason can be considered, for example, a malfunction in the cellar or a breakdown of manure equipment. A hygienic reason means, for example, a pathogen contained in the manure, such as salmonella, yersinia, listeria or another similar disease or infection.
Acceptable manure or fertilizer preparation
A farm that receives manure or an organic fertilizer product must have a watertight storage space sized according to the amount to be received. The manure volume can be deviated from, if dry manure or an organic fertilizer product with a dry matter content of at least 30% is stored in the field waiting for application, if the application times allow (1.4.–31.10.) for a maximum of four weeks. Storage is possible in the field when it is possible to spread manure on the block, i.e. the field is not covered with snow, frosted or waterlogged. For a longer period of time (up to one year), manure or fertilizer preparation like the one mentioned above can also be stored in the auma.
Post-ripening of compost
Post-ripening of the compost can be done in the open air. In this case, the dry matter content of the compost must be at least 30 percent. Post-ripening refers to spreading the composted compost on the compost tray in such a way that the composting process is completed in the field.
The Nitrate Regulation imposes the following conditions on auma:
- The open storage of manure must not cause water pollution or its danger
- There is always storage in Auma prohibited in the groundwater area and in the flooded area
- Auma must be placed in a load-bearing field area and in a sloping field close to the upper edge of the field
- Good morning may not invest at a distance of less than 100 meters from a body of water, a main ditch or a domestic water well and at a distance of less than five meters from a ditch
- roar must be spread on the bottom a liquid binding layer of at least 20 centimeters
- Auma is cover with a tight cover
- For example, a tarp or other cover that prevents rainwater from seeping into the opening is considered a tight cover
- The cover of the post-ripening seam of the compost does not have to be dense, but can be, for example, compost felt, peat or straw chips
- It is from the Aumanteko place snow to be removed and the substrate must be shaped in such a way that the access of liquids to the environment is prevented
- An amount of organic fertilizer product to be applied to an area of at least one hectare or to the entire block and the blocks bordering on it must be placed in one area
- The organic fertilizer product stored in Auma is to be distributed no later than one year later about the establishment of auma
- A new auma may be placed in the place where the auma has been located after two intervening years.
The opening notification must be made at least 14 days before the start of storage using the attached environmental administration form. The form is delivered to the registry office by e-mail or in paper form. Notification must be made of the following measures:
- on the storage of dry manure and unpackaged organic fertilizer products in open land on a farm that receives the manure or fertilizer product to be spread from another farm (does not apply to the situation where manure or fertilizer product is stored in the field during the application period waiting for application for a maximum of four weeks)
- from the post-ripening of the compost in the auma
- from the storage of dry manure in the fallow in an exceptional situation (technical or hygienic reason) on the farm where the fallowable manure is produced.
Spreading of manure in an exceptional situation
According to the nitrates regulation, the application of manure is prohibited from the beginning of November to the end of March. The prohibition period for spreading manure can be deviated from until the end of November in particularly exceptional circumstances. An exceptional condition is considered to be a situation where, during the growing season, it has rained significantly more in the area than in normal years and the evaporation has been so low that the fields cannot support machines due to the wetness. If the manure application time is deviated from, other regulations regarding the application of fertilizers must still be followed.
Notification of manure spreading in an exceptional situation must be submitted by the end of October on the attached environmental administration form, and the manure must be spread by the end of November. The form is delivered to the registry by e-mail or in paper form.
