Permits according to land and water traffic laws
Last updated: 14.09.2023The Road Traffic Act and the Water Traffic Act stipulate that the permission of the municipality's environmental protection authority must be applied for the repeated or permanent organization of competitions, exercises or other events performed with motorized vehicles. For the repeated or permanent organization of competitions, trainings or other events performed with motorized vehicles on the same terrain (also applies to ice-covered water areas), an application must be made the permit of the municipality's environmental protection authority. However, a permit is not required for this purpose for an area reserved in the site plan or for an area that has been granted an environmental permit as referred to in the Environmental Protection Act. Off-road traffic permits are regulated in the Off-Road Traffic Act 1710/1995.
A permit must be applied for also a single event for organizing, if the event is expected to cause significant harm to nature, other environment, population, general recreational use, fishing or other public or private interest. Obtaining a permit requires that the event meets sufficient safety requirements and that the activity does not cause any problems unreasonable harm nature or other environment, fishing, settlement, general recreational use or other public interest. In addition, the organization of the activity must have written permission from the owner or holder of the area.
A fee according to the fee of the environmental protection authority is charged for the processing of the permit application.
For the repeated or permanent organization of competitions, exercises or other events carried out on a motorized water vehicle in the same water area, an application must be made the permit of the municipality's environmental protection authority. However, a permit is not required for this purpose for an area reserved in the site plan or for an area that has been granted an environmental permit as referred to in the Environmental Protection Act. A permit must be applied for also a single event for organizing if significant environmental harm is expected from the event. Obtaining a permit requires that the event meets sufficient safety requirements and that the activity does not cause unreasonable harm to nature or other environment, fishing, general recreational use of nature or other public interest. The permit can only be granted if the owner of the water area has given his consent. If the water area is shared, the consent is decided in accordance with the Joint Areas Act (758/1989).
A fee according to the fee of the environmental protection authority is charged for the processing of the permit application.
A permit for an event held in the territory of several municipalities is issued by the competent business, transport and environment center. A permit for an event held in the area of several centers is granted by the competent business, transport and environment center in whose jurisdiction the event is mainly held.
The following information must be attached to the permit application:
- description of the activity
- map of the operating area
- written consent of the landowner
- explanation of security aspects
- a plan of how possible terrain damage is to be repaired
- a plan for cleaning the area after the event.
The application is processed by the environmental protection authority and delivered to the registry office.
