Supervision of the Waste Act

Last updated: 18.09.2023

The Environmental Protection Authority also oversees violations of the Waste Act and waste management regulations. The environmental protection authority of the municipality of Hollola is responsible for monitoring the waste law in the municipality's territory, i.e. it acts if the waste law or regional waste management or environmental protection regulations are violated. Environmental control examines e.g. cases of littering, checks the waste management plans of the events and, if necessary, gives a prompt to join the waste management. You can read more about organizing waste management on the housing waste management page.

Littering

The Waste Act prohibits littering, which means that you must not leave waste in the environment or, for example, abandon a machine or vehicle. The obligation to clean up the littered area lies primarily with the person causing the littering and secondarily with the owner or owner of the property. The environmental protection authority can order the person responsible for cleaning to fulfill his obligations.

Littering or other environmental damage can be reported to the environmental protection authority via the electronic feedback service, by phone or email. The authority always considers the need to process reported matters on a case-by-case basis. Matters concerning objects of regular supervision are taken into consideration. Other matters are dealt with quickly if they concern damage to groundwater areas, a significant amount of hazardous waste, or environmental hazards that pose a health hazard. In addition, wide-reaching harms, or if there is a risk of the harm spreading, will be addressed as quickly as possible. Other notifications will be processed according to resources, if the work situation allows.

The municipality is responsible for cleaning up litter that appears in municipally owned areas, such as municipal street areas, parks or school yards. You can contact the municipal engineering unit directly about littering in the municipal area or, for example, the inability to empty the trash in the park. Similarly, regarding the untidyness of a public (=state) road area, for example a rest area, you can contact the traffic customer service of the ELY center.

Written initiation

Control issues regarding amenity impairments are mainly dealt with only by the sufferer of the written initiation, which must be delivered to the municipality's registry by email or post. The initiation document must contain a description of the nuisance and its location, the claim in the case, justifications and the notifier's contact information. Written initiation matters are public (taking data protection into account) and the other party can, for example, see the initiation document as it is.
