Instructions for building permits

Almost all construction requires a building permit or other official approval.

Building Control Services issues the necessary permits for construction and repair projects.

To construct a building, you must have a building permit. A building permit is also required for repair and alteration work that is comparable to the construction of a building, as well as for expanding a building or adding more space to its floor area.

A building permit is required if the work can obviously have an impact on the safety or health conditions of the building's users.

The permit is granted if all its conditions are met. If the project deviates from the rules or regulations, it may need a deviation and/or planning needs resolution permit before the building permit is granted.

A building permit is applied for from the municipality's building control authority, which also provides advice on the matter. A building permit can be applied for by the owner of the construction site, who can be the owner, authorized by the owner, or a person controlling the construction site based on a lease or other agreement. As a general rule, neighbors must be notified of the outcome of the building permit application. Neighbor means the owner and holder of an adjacent or opposite property or other area. At the same time, the fact that the matter is pending must also be communicated at the construction site in a suitable manner. Notification to the neighbors can be omitted when the project is minor or the impact of the project is not essential from the neighbor's point of view. The need for neighbor consultation is assessed by the building control authority.

The permit decision is issued after publication.

The notice of publication is on the notice board of the Hollola municipal office and on the electronic notice board on the municipality's website for the right to appeal.

The permit decision is delivered to the applicant in the electronic permit service. The permit decision or its copy is also delivered to the authorities regulated by the decree and to those who have commented on it or specifically requested it.

The permit decision contains an instruction regarding the appeal, i.e. a notice of appeal or an instruction to make a correction. The appeal must be made before the permit becomes legally binding.

As a general rule, neighbors should be consulted when building or expanding.

Neighbor means the owner and holder of an adjacent and/or opposite property or other area.

Neighbors of the construction site must be notified of the application for a building permit for a single-family home or vacation building and a similar or larger project. Notification and consultation are necessary, regardless of the scope of the project, if the regulations are deviated from.
The applicant can complete the notification and consultation with a permit application or a separate consultation form.

When the municipality hears/notifies the neighbor through the applicant, the recipient has at least seven (7) days to make a comment. A possible notice will be submitted to building control. The procedure will be charged according to the applicable fee.

The building permit may require the establishment of an encumbrance.

Easement means the property's right to use or use another property in a similar way. The building burden is applied for from the Land Survey.

A permanent right to use a building or structure or a comparable measure (construction encumbrance) can be established for a plot of land or a real estate that is a construction site.

The establishment of an encumbrance requires that the parties involved agree on it in writing. A construction easement can be established for the needs of the municipality or its institution or for community technical construction even in the event that the easement right does not relate to the plot of land or the real estate that is the construction site (Construction Act Section 128).

The Building Control Services defines the site for which the real estate and measurement unit performs construction supervision measurements.

The elevation and the location of the building according to the plans approved by the building control are marked on the construction site. During the construction phase, an inspection of the building's location is carried out.

Map and measurement services are responsible for building control measurements in site plan areas. In other areas, building inspectors verify the location of the building.

The construction project must have an approved, valid construction permit.

The municipality's measurement team marks the four corners of the building with root stakes and puts guide nails in the wire trestles, if they have been built.

The height according to the N2000 system will be brought to the plot. The height is not the plinth height, but is determined by the plans. Possible changes must be agreed with the building inspector.

The initiator of the construction project is responsible for the implementation and quality of the project. The day-to-day supervision of the construction work also belongs to the person who started the project. During the inspections, the building inspection monitors that the person undertaking the construction project fulfills the responsibility of care described above.

The person embarking on a construction project must ensure that the building is designed and built in accordance with the construction regulations and regulations and the issued permit. Taking into account the demanding nature of the project, the person embarking on a construction project must have sufficient conditions to carry it out.

In addition, it must be ensured that the construction project has designers and foremen who meet the eligibility requirements and that other people working in the construction project also have sufficient expertise and professionalism, taking into account the demands of their tasks.

Holding the opening meeting is stipulated in the building permit. Depending on the project, the kick-off meeting is held at the construction site or at the office.

The purpose of the kick-off meeting is to ensure the fulfillment of the obligation to take care of the construction laid down in the law. The responsible foreman reserves time for construction supervision.

The kick-off meeting is held after the building permit has been granted, but before the ground survey. At the meeting, the conditions of the building permit, key questions related to planning and the construction itself are reviewed, and the division of responsibilities and tasks and procedures related to supervision and inspections are agreed upon.
In addition to the building inspector, at least the developer, the responsible foreman and the chief designer must be present at the kick-off meeting. If necessary, foremen and designers of special fields and the contractor's representative must also be present at the kick-off meeting.

The opening meeting minutes can be printed from the building control's forms. The information on the front page must be completed before the meeting.

Official supervision of construction work begins with the start of construction work subject to a permit and ends with the final inspection.

The inspection is booked by the responsible foreman.

When the building is ready, the responsible foreman makes an appointment for construction supervision.

The responsible foreman reserves time for construction supervision. The building may not be commissioned without a partial final inspection - commissioning.

Before the building is put into use, even if it is unfinished, a partial final inspection must be ordered.

The review must present e.g. the inspection document for the construction work, the building's operating and maintenance instructions, and the inspection protocols required in the permit.
