Official supervision of construction work begins with the start of construction work subject to a permit and ends with the final inspection.

The building permit decision stipulates the building control authority reviews to be carried out in the construction project, which are defined on a case-by-case basis for the construction project in question. Commonly ordered surveys include, for example, foundation, structure and chimney surveys. Inspections can also be ordered and instructed at the building permit initiation meeting.

Ordering inspections is the task of the responsible foreman, and inspections are ordered from building inspectors.

The special plans required in the permit decision (e.g. structural and HVAC plans) must be submitted before the inspection, in accordance with the current construction phase.

The Building Control Services defines the site for which the real estate and measurement unit performs construction supervision measurements.

The elevation and the location of the building according to the plans approved by the building control are marked on the construction site. During the construction phase, an inspection of the building's location is carried out.

Map and measurement services are responsible for building control measurements in site plan areas. In other areas, building inspectors verify the location of the building.

The construction project must have an approved, valid building permit.

The municipality's measurement team marks the four corners of the building with root stakes and puts guide nails in the wire trestles, if they have been built.

The height according to the N2000 system will be brought to the plot. Em. the height is not the plinth height, but is determined by the plans. Possible changes must be agreed with the building inspector.

Holding the opening meeting is stipulated in the building permit. Depending on the project, the kick-off meeting is held at the construction site or at the office.

The purpose of the kick-off meeting is to ensure the fulfillment of the obligation to take care of the construction laid down in the law. The responsible foreman reserves time for construction supervision.

The kick-off meeting is held after the building permit has been granted, but before the ground survey. At the meeting, the conditions of the building permit, key issues related to planning and the construction itself are reviewed, and the division of responsibilities and tasks and procedures related to supervision and inspections are agreed upon.
In addition to the building inspector, at least the developer, the responsible foreman and the chief designer must be present at the kick-off meeting. If necessary, foremen and designers of special fields and the contractor's representative must also be present at the kick-off meeting.

The opening meeting minutes can be printed from the building control's www forms. The information on the front page must be completed before the meeting.

The building may not be put into use without approval from the authority, i.e. a commissioning or final inspection. Ordering inspections is the task of the responsible foreman, and inspections are ordered from building inspectors.

The final inspection can also be carried out partially, if the unfinished construction works do not harm the use of the facilities to be put into use and the safety of the users. In this case, however, care must be taken to order a new final inspection when the last work phases are completed.

At the inspection, the inspection document of the construction work must be presented, in which the persons responsible for the work phases have documented their inspections during construction. Other inspection documents related to technical systems must also be presented, and the building's operating and maintenance instructions must be drawn up on site.

Material related to inspections and inspections can be submitted and recorded in the building control's electronic transaction service, in which case the same material does not need to be presented or submitted in paper form.

The final inspection must be ordered during the validity period of the permit. If the construction work is not completed during the validity period of the permit, an extension of the validity period must be applied for from the building supervision before the validity period expires.

If the final inspection has not been completed and the validity period of the permit has already expired, you should contact the building inspector to clarify the matter.
