Right-of-occupancy housing
Last updated: 24.10.2023A right-of-occupancy apartment is an apartment that the resident controls, but does not own.
In addition to the monthly expenses, the resident pays a fee for their housing, which is returned to them upon moving out, adjusted according to the change in the building cost index.
A right-of-occupancy apartment cannot be claimed as your own. Anyone over the age of 18 can apply for an apartment. The apartment must be used as one's own permanent residence, and renting it to another person is generally limited to two years.
The applicant for a right-of-occupancy apartment must be an adult who does not own an owner-occupied apartment in the application area. He also must not have assets to the extent that he could finance at least half of the current price of the apartment he applied for or a similar one.
There is no asset limit for people over the age of 55.
A person applying for a right of residence must register with the municipality in whose area he is applying for a right of residence. Municipalities can also form a common search area. The applicant receives a serial number from the municipality to apply for a right-of-occupancy apartment.
