The basic proposal for the further preparation of the service plan includes the following points:
- We are considering reducing the number of student enrollment areas to one.
- We are considering the consolidation of early childhood education and basic education space use and the closure of the smallest units (Herrala, Koulurinne).
- We are considering eliminating the investment needs of some daycare centers by moving daycare facilities to schools.
- We are looking at enabling a more unified school path for students.
- We are considering converting Heinsuo School into a 0-9 grade school, which would create two integrated schools in Salpakankaa.
- Based on a separate study currently being prepared, we will examine the organization of early childhood activities and learning support.
The municipal government will continue to consider the matter after the committees have considered it. When the comprehensive plan for early childhood education and basic education is completed, the council will make the final decision on the plan.
The municipality has launched the preparation of a service plan for early childhood education and basic education in the autumn of 2025. The service needs assessment report (FCG Oy) that serves as the basis for the plan was discussed at a council seminar on 22 January 2026 and by the municipal board on 2 February 2026.

A significant change is underway that will shake up the entire municipal sector. The fundamental factor in the change is the decline in the birth rate and the number of children. By 2032, there will be almost 100,000 fewer children in basic education in municipalities, and the corresponding figure in Hollola is almost 600.
