The goal of work ability services is to determine the client's work and functional ability and ensure proper service guidance.
The work ability service of the municipality of Hollola was originally developed to meet the needs of unemployed job seekers in situations where their work and functional capacity have deteriorated. During the municipal employment experiment (2021–2024), it was found that there are people among the clients of the employment authority whose service needs are not primarily among the clients of the employment authority. The development work of the work ability survey in Hollola was awarded in 2023 as an inspiring development work by the public sector.
Work ability services operate as part of the municipality's employment and integration services, where a work ability coordinator supports people whose situation in working life requires an assessment of their work and functional ability. The aim of work ability services is to get the customer to the right benefit and the right service at the right time. The most important task of the work ability coordinator has been to network with healthcare, which produces care needs assessment, sick and health care as well as doctor visits and occupational physiotherapists. In addition to healthcare experts, important partners in the work include, among others, various municipal units, Kunnontiimi, Osuma and the employment authority.
The work ability coordinator supports the client both during the health and work ability assessment process and in applying for benefits and rehabilitation services. The operating model and duration of service for each client is individual and is always assessed according to the client's work and functional capacity and service needs.
What did Work Ability Services do during 2025?
During 2025, the work ability services were intensified in the direction of occupational health care, The aim is to provide preventive support to the client in situations where challenges arise during the employment relationship or unemployment is threatened. Rapid intervention, timely support measures and a plan often prevent the onset of unemployment altogether or shorten the unemployment period and direct the client to the right service and benefit more quickly.
Networking is the core of the success of work ability services, work ability issues cannot be solved alone, rather, they require seamless cooperation between different actors. This network has been built and further consolidated over the past year – one of the core functions of the work ability coordinator is to act as a bridge between different actors.
The work ability services network includes, among others:
- Päijät-Häme employment services: Employment specialists and TYM cooperation (multi-sectoral joint service promoting employment).
- Social services: Päijät-Häme welfare area (PHHYKY), Hollola social services centre and specialist medical care.
- Local actors: Hollola Municipality's Maintenance Team and Osuma.
- Rehabilitation and development: Rehabilitation service providers, various development projects and work ability actors.
The customer's service path is always individual, and sometimes it can take years. Customers are mainly referred to the service through the employment authority or by direct contact. During 2025, the service will have approximately 100 customers from Hollola.
Future outlook 2026
In Hollola's employment and integration services, supporting work ability is a long-term process. The service works alongside the client for as long as the path towards a solution requires. This year's goal is particularly to strengthen and develop common operating methods with healthcare and to further develop the service path.
How do I access the work ability service?
Work ability services are aimed at residents of the municipality who have visible challenges with their work and functional ability. Customers can be of working age from 18 years old up to old-age pensioners. Residents can contact the work ability coordinator directly if they have concerns about their own work ability. The service can also be accessed through the Hollola social services center or the Päijät-Häme employment services.
