The exceptionally strong result was the result of non-recurring operating income, income from financing activities and tax revenue items. The pressure on the municipal economy, i.e. the total impact of increased expenditure and reduced revenue on the previous year, was almost -10 million euros. The decrease in revenue is largely explained by the spillover effects of the social and health care reform implemented on 1.1.2023 January XNUMX and is indicative of the difficult-to-predict overall economy.

The financial statements enabled the recording of investment provisions totaling EUR 3,7 million, after which the result is EUR 0,5 million in surplus. In November 2023, the Ministry of Finance decided to cut EUR 400 million in the revision of the social and health expenditure transferred from the central government transfer to municipalities. This decision will have the effect that the result of the municipality of Hollola will remain negative in the coming years. The provisions will reduce the net depreciation level in the coming years and improve the result accordingly.

Operating expenses were EUR 76,9 million. Operating expenses increased by a total of EUR 2,8 million (+3,8 percent) from 2023. The total investment costs incurred were EUR 17,7 million, of which the water supply company accounted for approximately EUR 3,0 million. The most important investment was the replacement investment in the swimming pool that had started. The total amount of loans on 31.12.2024 December 19,9 was EUR 869 million, or EUR 2023/resident. The loan stock decreased from XNUMX.

On 31.12.2024 December 804, the municipality employed a total of 9 people, which is 21 fewer than at the same time last year. The number of permanent personnel decreased by 2023 people compared to 40,7. Personnel expenses of EUR 2,6 million increased by +2023 percent compared to 75. 16 percent of the personnel are personnel from the education and welfare service area and XNUMX percent from the vitality service area.

The population of the municipality of Hollola was 22 people, a decrease of 855 people compared to the previous year. The municipality received a net migration gain of 30 people. There were 41 completed apartments. The share of unemployed job seekers in the labor force was the lowest in the province in Hollola, at 34 percent.

Five municipal business plots were purchased/rented during the year and two were reserved. Family center work, open early childhood education activities operating in connection with three libraries, and the development of hobby activities for municipal residents were established as part of the operations. Customer volumes increased in youth work and cultural work. Preparations were made for the launch of the Päijät-Häme employment area led by the Hollola municipality. The municipality's new marketing videos "Hollola is real" published in the autumn were very popular.

The property repair debt was approximately EUR 2024 million at the end of 4,3, excluding properties under development and for sale. Energy consumption has decreased by approximately 2019 percent since 27,8, and 10 MWh of energy has been saved.

The new council, which will start after the municipal elections, will have to decide on key issues regarding the development and direction of vitality and the municipal economy. The functions and personnel that are scattered and partly in temporary premises need decisions regarding the future. It is important to curb the growth of unemployment using the means available to the municipality. The direction of the economy is downward and the steepness may be increased by the pending state transfer reform, especially if the social security and health care equalization allowance is abandoned.

However, the basics are in order. The staff is doing well. The residents are satisfied with the municipality's recreation areas, sports services and routes, multi-purpose library, senior activities, early childhood education and teaching. Daycare places can be obtained quickly, building permits are issued within a few days, and the condition of the municipality's buildings is monitored and their energy and space efficiency is among the best in Finland. Sickness is lower than in the whole country or in Päijät-Häme. Hollola is trusted as a partner and a bearer of responsibility in other municipalities in the province.
