The result of the 2025 budget proposal is +0,1 million euros. In the big picture, the economy is balanced. Municipal or property taxes will not be increased. The municipal tax rate will be 8,3% next year.
Tax revenue financing (54), state contributions (18,5), operating income (43,8) and financial income total 117,2 million. euro. Operating expenses are 107,7 million euros, where the largest expenditure items are personnel costs of approx. 44,7 million euros and purchases of services approx. 37,5 million euros. The number of personnel is 865.
Expenditures for units under the municipal government are 21 percent, vitality services approx. 25 percent and welfare services approx. 54 percent. Expenditures under the municipal government include nine municipalities' statutory services (environmental health care and employment area) totaling 11,6 million euros.
The total amount of gross investments in 2025 is 18,7 million euros, of which 8,7 million euros have been reserved for house building. Of the amount, 7,0 million has been reserved for the swimming pool (13,3 million in 2024-25) and 1,7 million for renovation projects.
A total of 9,2 million euros have been reserved for civil engineering, of which municipal engineering accounts for approximately 5,3 million euros and water supply 2,9 million euros. The largest reservations concern the areas of Paasilta-Hopeakallio, Sorvanen and Keskuskakorttel, a total of 3,7 million euros.
The budget proposal includes the closure of Tiilikanka school on August 17.2.2020, 6, in accordance with the council's 1.8.2025 February XNUMX § XNUMX service network decision. Extending the duration of the school is no longer technically possible. The starting point of the preparation has been that Tiilikanka's students and staff will primarily move to the Heinsuo school, and the Salpakkanka school is another option.
One of the central strategic projects of the municipality has been the implementation of city center blocks, the goal of which is to increase the vitality and attractiveness of the municipal center. Placing agency functions as part of the central block project was based on this decision. The partnership was tendered, a partnership agreement was signed with WasaGroup Oy. Despite the companies, as the planning progresses, it has become clear that the financial equation cannot be made to work (office, event arena, restaurant, rental apartments) for the overall project. For this reason, the partnership project with WasaGroup Oy is abandoned. Solutions are being sought with a new concept so that starting the implementation in 2026 is possible.
Responsibility for statutory (employment) labor services will be transferred to municipalities on January 1.1.2025, 73. The Hollola-led, nine-municipal employment region, the Päijät-Häme employment region, is responsible for the employment services of the municipalities in the province, with the exception of Lahti. The new statutory task is handled by XNUMX people, most of whom come to the municipality through the transfer of business from TE offices.
In 2025, the most significant increases in the number of plots for small houses will be directed to Nostava Kyyhkylä and the Norolanpello and Vähäselänoja areas in Vesikansa. The total number of plots in these most central new areas is approx. 110 plots of detached houses and 8 plots of residential houses/row houses. In the zoning of the business area, the target is the expansion of the Paassila area along the highway. Partial public zoning for the Lift and Recycling area in preparation.
Due to the effects of the interest rate hike and inflation spiral caused by Corona and the war in Ukraine, as well as the effects of social security reform, in the 2020s there has been no so-called financial year that provides a normal and reliable basis for comparison. Each year has contained a large number of partly unpredictable or difficult to predict elements. Additional and retrospectively distributed corona grants kept the municipalities afloat in 2020-2022.
Now inflation has leveled off and the interest rate has started to fall, but the erasure of the temporary factors has revealed the strong differentiation of the municipalities. The number of municipalities that can manage has shrunk, and many provincial centers that previously managed reasonably are in financial difficulties.
The most important task of the new council term starting next year is to maintain the balance of the municipal finances, promote the vitality of the municipality and the well-being of the citizens, and strengthen trust in public services. The task in the ever-changing, challenging environment of public finances is even more demanding.
